Tailscale

• Install via Package Center (see Phase 7 §5d).
• Synology does not support tailscale up --accept-routes on the NAS (Tailscale #1995); use the one-liner in secrets/tailscale/README.md without that flag. You may still see “Some peers are advertising routes but --accept-routes is false” after tailscale up — that is normal on DSM, not a failed join.
• Tailscale IP still works for DSM / File Station when SEC-003 port forwards are removed.
